I installed the top of the line system in a ' 56 Bel Air and the ride is very rough. I have the best shockwaves and the airbar system in the rear. The shocks are set all the way negative and the ride is still pretty rough. The system was just installed and I was expecting a very smooth ride at the most negative shock setting. Am I doing something wrong? The ride height seems pretty normal as the fenders in the front are about 1-2 inches above the top of the tires.

What kind of air pressure are you running in the shockwaves for this ride height?

You will need some dampening to keep the shocks from topping out. I suggest about 3 in the rear and 6 up front to start out with.

What size wheels and tires? Drop spindles?

20" wheels and the air pressure up front is about 110-120 and rear is around 80 I think. It had the same wheel setup as before and wasn' t riding this rough.

Maybe a little high up front, but sounds about right for the rear. Ride height on the rear Shockwaves is about 13" from center eye to center eye. Try 3 clicks on the shock.

Do you have drop spindles? Does your tire hit the inner fender well when deflated or does the suspension bottom out on the Shockwave. You want to drive it about 3" from fully deflated up front. About 6 clicks.

Actually from some of the tire and wheels sizes I have listed for available tires I would figure that your trying to run ther front way too high as most 20s are running in the 28-28,5 -33 in tall setups and if your 2 inches above that,,,wow your really tring to top it out and most likely with it the soft settings its even worse.But this would just be an observation from a tire/wheel sellers point of view.
